“I love camping at corp of engineer parks. Always well kept up. ”

Randy J 5 · Oct 2025 · Recreation.gov

“The equestrian campsites are very nice. They are level with water and electric hookup at each site. Dump station is available as you go out. Stalls for the horses have ample room. We are fortunate to have such nice facilities.”

About

Frank Russell Campground sits on the northern edge of Mark Twain Lake just below Clarence Cannon Dam, giving campers quick access to the water, the river channel and the lake's shoreline. The surrounding landscape is a mix of wooded campsites and the rolling bluffs and hills that the 32-mile Joanna Trail winds across; that trail begins at or near the campground and is open to hikers, mountain bikers and horseback riders, so you'll see saddled trailers and riders coming and going alongside bikers and day hikers. The lake itself covers roughly 18,600 acres and is well known locally for crappie and bass fishing, with boating and other water sports common on the broad coves and points; the dam has a small power-plant display and the M.W. Boudreaux Visitor Center sits at the south end of the dam. For summer evenings the campground has an amphitheater that hosts weekly events and there are organized campfire programs every Saturday from Memorial Day through Labor Day, so the place has a regular rhythm of interpretive programming and community gatherings in season. Practical details are straightforward: Frank Russell offers a total of 72 campsites 65 sites that accommodate both RVs and tents and 7 dedicated equestrian sites arranged in several loops (the CVIE loop has 9 sites, JOAN has 22, and the equestrian area contains the 7 horse sites). Campsites provide electric hookups, paved vehicle parking, grills and picnic tables; the campground also has showers, playgrounds and vault toilets, and shaded horse stalls are located adjacent to the equestrian area. Check-in is at 5:00 PM and check-out at 4:00 PM; fee amounts and reservation availability vary by season and site type, so plan to confirm current rates and book spots in advance when possible. Frank Russell is in northeast Missouri about a half-hour from Hannibal and within easy driving distance of small towns such as Perry and Monroe City; nearby attractions include the David C. Berti Shooting Range below the dam, the Mark Twain birthplace in Florida, Missouri, and the full range of park activities from environmental programs and historic sites to picnicking and playgrounds.
